Maharashtra Govt Replaces 7/12 Extracts with Property Cards for Villages Merged into Municipal Corporation Limits
Mumbai, June 21, 2026: In a major relief for residents living in villages recently merged into municipal corporation and municipal council limits, the Maharashtra government has decided to replace the traditional 7/12 land extract system with Property Cards for all urban properties in these areas.
The decision, taken by Revenue Minister Chandrashekhar Bawankule following directions from Chief Minister Devendra Fadnavis, aims to streamline property records, curb land-related fraud, and simplify access to bank loans for urban property owners.
7/12 Extracts to be Discontinued in Newly Urbanised Areas
The government has announced that 7/12 extracts will no longer be considered valid for properties located in villages that have been incorporated into municipal corporation or municipal council limits through boundary expansion. Property owners in these areas will now be required to obtain Property Cards as the primary legal document for their land and property records.
Officials said the move will bring greater clarity and transparency to urban land ownership records while reducing disputes and fraudulent transactions.
Why the Change Was Needed
When a village or rural area is merged into an urban local body, the nature of agricultural land changes and is generally classified as non-agricultural (NA) or urban land. In such cases, the 7/12 extract, which is primarily meant for agricultural land records, becomes less relevant.
The government has therefore decided that Property Cards will serve as the legally recognised ownership document for such properties.
