This negative marking system functions similarly to penalty marking in examinations. As drivers accumulate violations, their record will reflect negative behavior on the road. Although the exact threshold has not yet been finalized, a 2011 expert committee had recommended suspension of licenses for one year if a driver accumulates 12 negative points within three years . Repeat offenders could face suspensions of up to five years .
In addition to suspension risks, the new system will also affect driving license renewals . Offenders may be required to undergo a driving test again during the renewal process. The intention is to ensure that only responsible and competent drivers are allowed to operate vehicles.
