The Pune Metropolitan Region Development Authority has approved a ₹4,628.85 crore budget for the financial year 2026–27, placing strong emphasis on large-scale infrastructure projects and administrative efficiency. The decision was finalised during the authority’s 14th meeting, chaired by Devendra Fadnavis at the Sahyadri Guest House.
Budget Overview
The total projected receipts stand at ₹4,628.85 crore, while planned expenditure is ₹4,625.30 crore, leaving a modest surplus of ₹3.55 crore. A significant portion—₹2,918.81 crore—has been earmarked for engineering and infrastructure development. Additionally, ₹970.76 crore has been allocated toward land acquisition and property-related capital investments.

Major Infrastructure Push
Infrastructure remains the core focus of the budget, with several high-impact projects lined up. These include the regional Ring Road, Metro Line-3 connecting Shivajinagar to Hinjewadi, new roads and bridges, and the proposed Katraj–Yerwada twin tunnel. Other initiatives include the Lonavala Skywalk, river rejuvenation efforts for Pavana and Indrayani rivers, tourism-oriented connectivity routes, urban expansion clusters, and housing developments.
Key Policy Decisions
A major administrative reform introduced in the meeting involves delegating land disposal powers to the metropolitan commissioner. This move is expected to speed up processes such as plot allotments, ownership transfers, inheritance entries, and issuance of no objection certificates (NOCs), improving overall service delivery for citizens.
Directions from the Chief Minister
Chief Minister Devendra Fadnavis instructed the authority to prepare a comprehensive structural development plan for all villages within its jurisdiction within six months. He also proposed forming a special purpose vehicle (SPV) for the Katraj–Yerwada tunnel project, to be jointly managed by PMRDA and the Pune Municipal Corporation.
Additionally, development plans are to be created for 23 villages that were recently incorporated into the Pune Municipal Corporation.
Governance and Reforms
The delegation of powers falls under the Land Disposal Regulations, 2023, and aims to simplify administrative procedures in line with the Maharashtra Right to Public Services Act. The authority also granted retrospective approval to decisions made since June 11, 2021, following the merger of the Pimpri-Chinchwad New Town Development Authority with PMRDA.
Revenue and Financial Details
According to PMRDA Metropolitan Commissioner Dr Abhijit Chaudhari, ₹4,428.35 crore is expected to be generated from revenue sources, while ₹200.50 crore will come from capital receipts. This includes ₹100 crore each from the central government and the District Planning Committee for the Lonavala Skywalk project.
A dedicated fire services fund has also been introduced, with anticipated receipts of ₹100.05 crore and planned spending of ₹71.04 crore.
Other Key Projects Discussed
The meeting also reviewed progress on major regional developments such as the proposed Purandar airport and the Inner Ring Road. With a strong infrastructure focus and streamlined governance measures, the PMRDA budget for 2026–27 aims to accelerate growth and improve urban services across the Pune metropolitan region.
