Pune, August 6, 2025: With just days remaining until the August 15 deadline, over 1.5 crore vehicle owners across Maharashtra have yet to comply with the mandatory installation of High Security Registration Plates (HSRP) on vehicles registered before April 1, 2019. Despite the transport department offering three deadline extensions since the rule was introduced in December 2024, public response remains sluggish.

Initially set for March 31, 2025, the deadline was first pushed to April 30, and then again to June 30. However, compliance still lags significantly. As per the latest data from the state transport department, out of 2.10 crore vehicles in Maharashtra, only 39.5 lakh (18.85%) have HSRP affixed as of August 1.

Officials attribute the slow rollout to a combination of limited skilled workforce, inadequate installation centres, and ongoing technical issues faced by the three authorised vendors. Joint Transport Commissioner Shailesh Kamat stated that while around 58 lakh vehicle owners have registered and scheduled appointments, nearly 50 lakh vehicles might have been sold, scrapped, relocated, or involved in accidents.

Strict penalties are expected post-deadline, with the transport department directing all RTOs to check for HSRP compliance before approving ownership transfers, address changes, loan closures, fitness certificates, or renewal requests.

State Transport Commissioner Vivek Bhimanwar noted that no decision has yet been taken on extending the deadline further. “Despite multiple opportunities, public participation continues to be poor,” he added.
