New Delhi, June 16, 2026: In a significant move aimed at curbing self-medication and ensuring safer use of medicines, the Central Government has made it mandatory for consumers to produce a valid doctor’s prescription to purchase syrup-based medicines, including cough syrups, from pharmacies across the country.

The new requirement follows amendments made to the Drugs Rules, 1945, through the Drugs (Fifth Amendment) Rules, 2026, which were notified in the Official Gazette on June 9, 2026. The amendment removes the term “syrups” from a category of medicines that previously enjoyed certain regulatory exemptions under Schedule K of the Drugs Rules.

As a result, syrup formulations that were earlier available over the counter will now be subject to stricter sale and dispensing requirements. Pharmacies and chemists will be required to verify a prescription issued by a registered medical practitioner before selling such medicines.

The decision comes amid growing concerns over the misuse of cough syrups and other medicinal syrups, particularly through self-medication, incorrect dosage, and unsupervised consumption. Health experts have long cautioned that indiscriminate use of these medicines can pose health risks, especially among children and vulnerable patients.

According to government officials, the amendment was finalized after a draft notification issued in December 2025 invited comments and suggestions from stakeholders and the public. Following a review of the feedback received and consultations with the Drugs Technical Advisory Board, the revised rules were formally notified.

Schedule K of the Drugs Rules specifies categories of medicines exempt from certain provisions of the Drugs and Cosmetics Act, 1940, subject to prescribed conditions. With syrups no longer included in the exempt category, they will now fall under stricter regulatory oversight.

The move is also being viewed in the context of increased scrutiny of medicine safety and quality standards in recent years. Concerns surrounding the misuse of cough syrups and incidents involving substandard or contaminated formulations have prompted regulators to strengthen monitoring mechanisms across the pharmaceutical sector.

Health authorities believe the new rule will encourage patients to seek professional medical advice before consuming medicinal syrups, reduce the risk of misuse, and improve overall patient safety.

The government has stated that the amendment is part of a broader effort to strengthen drug regulation, promote responsible medicine use, and ensure greater public health protection across the country.
