In a move to make highway travel more affordable and efficient for private vehicle owners, the Government of India has introduced a new FASTag-based Annual Toll Pass (ATP) scheme. Announced by Union Road Transport and Highways Minister Nitin Gadkari, the initiative will come into effect from August 15, 2025.

The Annual Toll Pass offers 200 toll-free trips annually on National Highways and Expressways managed by the National Highways Authority of India (NHAI). Priced at ₹3,000, the pass is aimed at providing cost-saving benefits and a seamless travel experience to regular highway commuters.

Eligibility and Applicability

The scheme is applicable only to privately owned, non-commercial vehicles such as cars, SUVs, jeeps, and vans. Vehicles must have a valid FASTag linked to their registration number and be in active status. Commercial vehicles, including taxis, trucks, and buses, are not eligible under this plan. Any misuse detected—such as use for commercial purposes—will result in immediate deactivation of the pass.

Activation Process

Eligible vehicle owners can activate the Annual Toll Pass digitally via the upcoming Rajmarg Yatra mobile app or through official portals of NHAI and the Ministry of Road Transport and Highways (MoRTH). The process involves:

  • Submitting vehicle and FASTag details
  • Verifying eligibility
  • Paying the ₹3,000 fee online

Upon successful activation, users will receive confirmations and trip updates via SMS.

Validity and Trip Count Rules

The Annual Toll Pass is valid for 12 months from the date of activation or 200 trips, whichever comes first. Once the trip limit is reached, the FASTag will automatically revert to the regular pay-per-use model. However, users may re-purchase a new pass immediately, even before the year concludes.

Trip calculation depends on the toll system:

  • Open toll plazas: Each crossing in any direction counts as one trip
  • Closed toll systems: One complete journey (entry to exit) is considered a single trip

Roads Covered and Limitations

The pass is valid exclusively on toll roads managed by NHAI. It will not be applicable on:

  • State Highways
  • Municipal and local authority roads
  • Privately operated tollways outside NHAI’s network

On these roads, regular FASTag toll charges will continue to apply.

Estimated Savings for Frequent Users

According to ministry estimates, frequent users could save up to ₹7,000 per year by opting for the Annual Toll Pass. A standard toll trip averages ₹50, whereas the cost per trip under the pass drops to ₹15.

Examples:

  • Delhi–Mumbai Route:
    • One round trip: approx. ₹3,800
    • With ATP: Fully covered under ₹3,000
  • Delhi–Jaipur Route:
    • Monthly tolls (twice a month): ₹1,288
    • Yearly: ₹15,456
    • With ATP: Only ₹3,000 annually, saving over ₹12,000

Optional Scheme, Subject to Annual Revision

The scheme is voluntary and does not impact users who prefer the standard FASTag system. As per the Ministry’s notification dated June 17, the ₹3,000 fee may be revised every financial year starting April 1, depending on inflation and policy decisions.

The FASTag Annual Toll Pass aims to benefit daily commuters and intercity travelers by reducing expenses and improving travel predictability. With its launch scheduled for August 15, 2025, the scheme is expected to see wide adoption among private vehicle owners.
