The Indian government is drafting a policy to reduce toll charges for frequent users of national highways. Under the leadership of Prime Minister Narendra ModiRoad Transport and Highways Minister Nitin Gadkari has announced a proposal aimed at providing financial relief to regular commuters while maintaining steady revenue collection.

Proposed Toll Discount Plan

The Ministry of Road Transport and Highways is developing a subscription-based toll model, offering annual and lifetime payment options for national highways. The proposed rates include:

  • Rs 3,000 per year for frequent highway users
  • Rs 30,000 for a one-time 15-year payment

This initiative seeks to streamline toll collection, reduce congestion at plazas, and offer cost-effective solutions for daily travelers.

Satellite-Based Tolling Under Review

In response to questions in the Rajya Sabha, Minister Gadkari mentioned that committees have advised further discussions on satellite-based tolling, considering key aspects such as security, privacy risks, and operational controls.

Additionally, he emphasized that toll fees remain essential to fund large-scale infrastructure projects, stating:
“If you desire a good road, you must be willing to pay for it.”

Current Toll Regulations and Collection Trends

  • As per the National Highways Fee Rules, 2008, toll plazas must be at least 60 kilometers apart on the same highway section.
  • Toll collection surged 35% in 2023-24, reaching Rs 64,809.86 crore.
  • The government is exploring automatic number plate recognition (ANPR) and FASTag-based barrier-less tolling to improve efficiency.

Upcoming Toll Policy Announcement

Minister Gadkari assured that a new toll policy would be introduced after the current parliamentary session. The policy aims to address existing issues, provide fair concessions, and enhance transparency in toll collection.

With India’s highway infrastructure expanding rapidly, the government’s focus remains on balancing affordability and sustainability while improving the road network for millions of commuters.
