Lok Sabha passes Advocate (Amendment) Bill to remove touts from court premises

Pune: On Monday, the Lok Sabha approved the Advocates (Amendment) Bill, 2023, which aims to revoke the Legal Practitioners Act of 1879 and modify the Advocates Act of 1961.

The Bill was initially presented in the Rajya Sabha by Arjun Ram Meghwal, the Union Minister of State (independent charge) for Law and Justice, on August 1. Subsequently, it was passed by the upper house on August 3.

The Central government’s objective to abolish outdated laws or Acts from the pre-independence era is reflected in the Bill. The Bill aims to streamline the legal profession by solely relying on the Advocates Act, of 1961, and revoking the Legal Practitioners Act, of 1879. However, it does maintain a provision to address the issue of touts in courts.

Additionally, the Advocates Act, of 1961 has integrated the regulations outlined in Section 36 of the Legal Practitioners Act, of 1879, which grants the authority to formulate and release lists of touts in courts. This measure aims to minimize the abundance of unnecessary laws recorded in the statute books.
