Maharashtra Government to Announce New Policies for Housing Societies, Cluster Self-Development, and Redevelopment Reforms
Pune, March 24, 2025: Maharashtra Chief Minister Devendra Fadnavis announced on Sunday that the state government will soon take a decision on cluster self-development to further promote the self-development of housing societies. He stated that the government has already implemented 18 decisions related to self-development, with more expected in the near future.
“The self-development model has been successful in Mumbai, leading to an increase in the size of houses in self-developed societies. The state government has already taken 18 decisions on this front, and a decision on cluster self-development will be made soon,” Fadnavis said.

He highlighted that around 2.5 lakh cooperative housing societies in Maharashtra previously had no legal standing in the cooperative sector. To address this, a legal amendment was made in 2021, but it took three years to frame the necessary rules. These rules, he assured, will be announced within the next 10 to 12 days, enabling smoother operations for housing societies.

Additionally, Fadnavis stated that the Apartment Act has been amended with several new provisions. However, the aspect of decentralization was not considered while drafting them. A committee led by the Cooperative Commissioner has submitted a report, and amendments to the Apartment Act will be introduced next month to resolve redevelopment challenges faced by apartment residents.

The Chief Minister also promoted the state government’s Pantpradhan Suryaghar initiative, which offers free electricity to societies that install solar panels on their rooftops. He urged housing federations to take the lead in adopting solar power for their societies.
