Pressure is mounting across Maharashtra as the deadline for installing High-Security Registration Plates (HSRP) ends on November 30. With more than a crore vehicles still non-compliant, the Transport Department is preparing for strict enforcement that could begin as early as December 1. 

Despite months of campaigns, multiple deadline extensions, and expanded installation facilities, a huge section of vehicle owners has yet to take necessary action. The numbers paint a concerning picture: out of 2.43 crore vehicles that fall under the mandatory requirement (all registered before April 2019), only 47.23 lakh have actually completed the installation. Another 87.15 lakh owners have booked appointments but have not visited the centres, while more than 1.08 crore vehicles remain completely unregistered for HSRP.

Officials say the state had originally targeted April 30 as the final date, but weak public response forced two extensions—first till June-end and then to August 15. When enforcement was attempted in August, the government faced heavy complaints from motorists, prompting Transport Minister Pratap Sarnai to push the deadline to November 30.

 Even with this additional window, compliance remains far below expected levels, especially in major cities. Transport Commissioner Vivek Bhimnavar confirmed that a crucial meeting at Mantralaya will decide the exact penalties and measures to be enforced after the deadline, noting firmly that action is inevitable against the huge number of remaining non-compliant vehicles.

District-wise progress also shows inconsistencies across Maharashtra. Some regions have achieved moderate compliance, but several urban centres are still lagging. The latest installation percentages are as follows:

• Mumbai – 5,39,452 vehicles; 1,46,125 installed; 39%

• Thane – 10,88,864 vehicles; 1,91,811 installed; 24.30%

• Pune – 26,35,175 vehicles; 7,20,124 installed; 35.08%

• PCMC – 11,84,284 vehicles; 3,95,717 installed; 44.48%

• Nagpur (City) – 5,93,352 vehicles; 1,73,515 installed; 33.75%

• Nagpur (Rural) – 4,64,916 vehicles; 2,15,142 installed; 55.19%

• Nagpur (East) – 4,91,211 vehicles; 1,84,816 installed; 42.96%

• Nashik – 12,62,265 vehicles; 2,77,787 installed; 24.85%

• Kolhapur – 9,06,549 vehicles; 2,37,542 installed; 42.35%

• Solapur – 5,42,913 vehicles; 2,04,953 installed; 48.52%

• Satara – 4,72,612 vehicles; 1,77,282 installed; 48.30%

• Chhatrapati Sambhajinagar – 8,03,355 vehicles; 2,79,092 installed; 42.21%

The government continues to stress the importance of HSRP, which has been mandated by the Union Road Transport Ministry to curb number plate tampering, improve crime detection, and strengthen digital linkage of vehicle identities. Each HSRP includes a laser-etched unique code, tamper-resistant locks, and digital traceability features, making it significantly harder to forge or misuse vehicle registration numbers.

If enforcement begins immediately after November 30, vehicle owners without HSRP may face penalties such as spot fines, detention of non-compliant vehicles, denial of fitness or registration renewals, and automated e-challans generated through integrated surveillance networks. While the final call will be taken later this week, officials have already indicated that the era of leniency is ending. For lakhs of motorists still delaying the process, the coming days may be the last opportunity to avoid strict action as Maharashtra moves toward full-scale implementation of its HSRP mandate.
