The state government has approved city surveys in newly merged urban areas to provide clear property ownership documents and end the use of 7/12 extracts.

Pune: The Maharashtra government has taken an important decision to introduce property cards in urban areas where city surveys have not yet been completed. As part of this move, the traditional 7/12 extracts used in many newly added city areas will soon be discontinued.

The decision applies to villages recently merged into municipal corporation and municipal council limits, as well as urban areas where city survey work is still pending.

According to the government, many cities in Maharashtra have expanded over the years, with several nearby villages becoming part of municipal limits. However, land records in these areas are still maintained using survey or gat numbers under the old 7/12 system, creating problems during property transactions, loan applications and ownership verification.

To solve these issues, the state has approved detailed city surveys and the issuance of property cards that clearly mention ownership rights.

The decision has been taken under the Maharashtra Land Revenue Act, 1966. The government has instructed municipal corporations and municipalities to submit proposals for city survey work to the District Superintendent of Land Records.

Funds required for the survey and measurement work will be provided through district annual funds or urban development schemes. The local bodies will deposit the required amount with the land records department to speed up the process.

The government has also clarified rules regarding government-owned land during the new survey process. In cases where government land has been encroached upon, district collectors will first take action as per existing rules before property cards are issued. For government lands without encroachment, the property cards will directly carry the name of the Maharashtra government. The government resolution regarding the decision has been issued by Revenue Department Joint Secretary Sanjay Bankar.
