Online Hypothecation Removal Now Live: No More RTO Visits for Loan Clearance
Pune – In a move set to benefit thousands of vehicle owners, the process of removing loan hypothecation from vehicle registration certificates can now be done entirely online. This new ‘faceless’ service means there’s no need to visit the Regional Transport Office (RTO) or submit physical documents.
How the Process Worked Earlier
Previously, once a vehicle loan was repaid, owners had to collect a loan clearance certificate from the bank, physically visit the RTO, surrender the old Registration Certificate (RC), and then wait for a new RC reflecting the cleared loan status.
What Changes Now
With the new system integrated into the central ‘Vahan’ portal:
- Vehicle owners apply online through the RTO website.
- Identity is verified via OTP sent to the Aadhaar-linked mobile number.
- The system automatically checks if the Aadhaar name matches the RTO record.
- The bank sends the No Objection Certificate (NOC) directly to the RTO digitally.
- Owners upload Form 35 and required documents online—no hard copies needed.
Part of the Central Government’s Faceless Initiative
This initiative is part of a wider push to make government services faster, contactless, and more transparent. The Maharashtra Transport Commissioner has already issued a circular to roll out this digital service across the state.
“The process is now fully transparent and digital. Citizens won’t need to visit the RTO or submit any paper documents,” said Transport Commissioner Vivek Bhimanwar.
Banks Already Connected
Currently, 35–40 banks are linked to the Vahan system, ensuring that most vehicle loan holders can use this service.
The reform is expected to reduce queues at RTOs, cut paperwork, and make life easier for vehicle owners across Maharashtra and eventually the entire country.
