Pune, May 12, 2026: The Association of Nagar Road Citizens Forum has expressed serious concern over the delay in preparing and implementing a comprehensive master plan for Nagar Road and surrounding areas, warning that uncoordinated infrastructure projects could lead to worsening traffic congestion and public inconvenience in North-East Pune.

In a note issued by forum convenor Qaneez Sukhrani, the citizens’ group stated that despite multiple ongoing and proposed projects across nearly 120 kilometres of road network, there is still no integrated masterplan to coordinate the work of different government agencies.

According to the forum, a masterplan is essential for long-term urban planning, traffic management and infrastructure coordination. The group alleged that the Pune Municipal Corporation (PMC) has never prepared such a plan for any part of the city, resulting in delayed projects, repeated road digging and wastage of public funds.

The forum said it had been following up with PMC since December 2023, requesting a coordinated roadmap for projects on Nagar Road, including the Shastrinagar flyover and underpass. After repeated representations reportedly received no response, a legal notice was sent in September 2025. Subsequently, engineering consultancy firm Walter P. Moore Engineering India was appointed as consultant through a resolution passed on November 7, 2025.

Residents have raised concerns that authorities including MSIDC, MahaMetro, PMC departments and Traffic Police are working independently without proper coordination. The projects include proposed multi-tier flyovers, Metro expansion till Wagholi, grade separators, flyovers at major junctions and the long-pending Shivane-Kharadi bypass road.

The forum also highlighted delays in several civic works, including the Sadhu Vaswani Bridge project, which has remained incomplete for over two years due to pending railway clearances and pipeline-related issues. Concerns were also raised over traffic bottlenecks near Bindu Madhav Thackeray Chowk and Shastrinagar Chowk due to road trenching and ongoing construction activities.

Residents alleged that piecemeal execution of projects has already led to severe congestion on Nagar Road. They claimed that haphazard digging, incomplete land acquisition for the Shivane-Kharadi bypass and the implementation of “no signal, only U-turn” traffic management systems have made commuting difficult and pedestrian movement unsafe.

The citizens’ forum has urged authorities to immediately finalise and implement a coordinated masterplan before additional infrastructure works begin in the area.
