Pune, October 18, 2025: Nearly eight years after its initial announcement, the state government has finally approved the draft development plan (DP) for the merged areas under the Pune Municipal Corporation (PMC). The official notification was published on Friday, inviting suggestions and objections from citizens over the next 60 days.  

According to civic officials, as per Section 23(1) of the Maharashtra Regional and Town Planning Act, 1966, PMC had declared its intention to prepare a draft development plan on June 28, 2018. The proposal to merge 34 villages was passed by the civic body in 2013–14, and 11 areas were merged into PMC limits in 2017. Of these, nine were partially merged, while two — Uruli Devachi and Phursungi — were fully integrated. However, in September 2024, both these areas were demerged, leaving nine areas under the purview of the new draft DP.  

Under a government resolution dated August 4, 2017, PMC, as the planning authority, was assigned to prepare the DP for 11 villages — including Lohegaon (remaining area), Mundhwa (Keshavnagar), Hadapsar (entire Sadesataranali), Shivane (entire Uttamnagar), Shivane (remaining area), Ambegaon Khurd (remaining area), Undri (remaining area), Dhayari (remaining area), Ambegaon Budruk (remaining area), Phursungi (entire), and Uruli Devachi (entire).  

However, as stated in the notification, “The planning authority could not publish the said draft development plan within the stipulated period (including extensions) up to March 2, 2024. The assistant director of town planning, Pune branch, was subsequently given the powers of the planning authority to carry out the statutory functions.”  

With the formation of a new municipal council for Phursungi and Uruli Devachi — excluding the garbage depot zone — the newly approved DP will now apply only to the remaining nine areas.  

PMC officials estimated that the combined population of these nine villages is around six lakh in 2025. Considering projected urban growth, the population for 2035 has been projected at eight lakh, which serves as the base for planning civic amenities in the DP.  

Key Highlights of the Draft Development Plan:
– Total area: Approximately 5,500 hectares  
– 374 hectares: Reserved for public purposes  
– 15% of total area:** Allocated for roads and transportation networks  
– 41 hectares: For primary and secondary schools  
– 18 hectares: For hospitals and urban health centres  
– 74 hectares: For playgrounds and sports facilities  
– 88 hectares: For gardens and open spaces  
– 42% of the total area: Designated as residential zones, keeping in mind the rising urbanisation and growing population in these nine localities  

The road network has been systematically planned, including major roads of 45m, 36m, 30m, 24m, and 18m widths, in line with current and future traffic demands. The plan has been developed using GIS-based technology to ensure enhanced accuracy, transparency, and precision in mapping and layout.  

For public access, the draft DP maps are available for inspection at the following locations:  
1. Pune Municipal Corporation, Building Development Department  
2. Assistant Director, Town Planning Office, Pune Branch  

A new category of reservation — “Sponge Garden” — has been introduced along water bodies. This innovative concept aims to support natural flood management and groundwater recharge.
