Pune, November 27, 2024: Pune is witnessing significant challenges for aspiring drivers attempting to secure permanent driving licenses. According to observations, only half of the candidates undergoing the licensing test manage to pass, underscoring the city’s notorious reputation for traffic indiscipline.

Licensing Process In Pune

Driving a two-wheeler or four-wheeler without a valid license is illegal. To address this, the Pune Regional Transport Office (RTO) has set up a learner’s license testing facility at its Sangamwadi office, valid for six months. For a permanent license, applicants must visit specific centers—Alandi Road for two-wheelers and the Institute of Driving Training and Research (IDTR) in Bhosari for four-wheelers.

While the learner’s license can be obtained through an online test, the permanent license requires a sensor-based skills test conducted at CIRT. This test evaluates drivers’ abilities on tasks like maneuvering on an English “8,” “H,” and steep inclines and descents. The computerized system ensures accuracy, disqualifying candidates for even minor errors.

Licensing Statistics

RTO data reveals a significant drop in permanent licenses issued in recent years. In 2022-23, 1,39,000 permanent licenses were granted, but this number fell to 1,32,000 in 2023-24. Between April and November 2024, only 85,000 permanent licenses were issued, despite 1,83,547 candidates obtaining learner’s licenses online during the same period.

Deputy regional transport officer noted that candidates who fail are allowed to retake the test within six months. However, many do not appear for the retest, further contributing to the low success rate.

Observations On Decline In Licenses

The number of learners and permanent licenses has decreased over the last two years. Strict adherence to traffic rules, including obtaining valid licenses, is mandatory for drivers. Violations leading to accidents can result in stringent action against offenders, Bhosale emphasized.

Efforts to instill discipline and ensure compliance with traffic laws remain critical for improving Pune’s driving culture and reducing accidents.
