Pune: Forest Trails Township Residents Take On Developer Over Alleged Failures And High Water Charges
Pune, January 3, 2025 – Residents of Forest Trails, a private township in Bhugaon developed by Paranjape Schemes Construction Ltd. (PSCL), are voicing strong discontent over what they describe as gross failures in construction, maintenance, and management. The township, regulated by the Pune Metropolitan Region Development Authority (PMRDA), has become a focal point of controversy as residents prepare for a meeting with the PMRDA Commissioner to address these issues.
Water Supply Crisis :
A key point of contention is the recent drastic reduction in water supply, with threats of a complete cutoff. Residents argue this is a clear violation of PSCL’s statutory obligations under the Integrated Township Regulations. The stated reason for the disruption was the inability of the Township Management, an entity controlled by PSCL, to pay electricity dues amounting to a few lakh rupees, leading to the disconnection of electricity required to pump water from the Mula River.
This explanation has sparked outrage among residents, who have been paying water charges regularly at rates significantly higher than those in other private townships and urban areas of Pune. Following a mass campaign by residents exposing this excuse, water supply was temporarily restored. However, concerns remain as the threat of another abrupt shutdown looms.
Sharp Hike in Water Rates :
Adding to the residents’ grievances is an abrupt increase in water charges, with rates being raised from Rs 48.36 per kilolitre to over Rs 100 per kilolitre without adequate justification. The earlier rate itself was already significantly higher than comparable rates across Pune. This steep hike has further fueled dissatisfaction among residents.
The builder responded to the media over concerns raised by the residents.
“It has come to our notice that some residents of Forest Trails have contacted the media, complaining about water shortage and other issues. It is surprising, as at our Forest township, we have a township advisory committee comprising all constituents and societies residing there. The people who have reached out to you are not even a part of any township advisory committees. We amicably discuss all issues with them. There is a meeting with the advisory committee planned for tomorrow. So, we are surprised at this development. People reaching out and disparaging us are a handful of defaulters who still have to pay their dues totaling more than Rs. 5 crs. We have filed civil suits against them for recovery of the amount. Most of our societies, like the senior living, Athashri are very prompt in making payments.”
“As a township, we collect water charges at actuals from our residents, which include all other charges like irrigation, MSEDCL bills, water operator bills, diesel expenses, security, etc. We are very open and transparent in all our dealings. I am a resident of Forest Trails Township and available 24×7, ” communicated Sakshi Mahale, Chief Operating Officer, Forest Trails Township Management.
Silent Protest Planned :
In response to these issues, the residents have announced a silent protest scheduled for January 6, 2025, in front of PSCL House on Ketkar Path, Prabhat Road. The protest is expected to draw over 200 participants.
Determined to Seek Justice :
Residents have expressed their determination to seek redress through all available channels, including the judiciary if necessary. “The long-standing issues plaguing Forest Trails must be addressed without further delay. We will not back down until PSCL fulfills its obligations,” said a resident spokesperson.
The PMRDA Commissioner’s hearing is anticipated to be a critical step in resolving the ongoing issues. Meanwhile, the residents’ protest underscores their commitment to ensuring accountability from the developer.
