Pune: Approximately ₹2,300 crore worth of land is set to be removed from the Hill Top/ Hill Slope (Tekdi/ Utaar) reservation in Bibwewadi. The state government recently issued a notice to cancel the reservation of three plots totaling around 7 acres. These plots, owned by Sanjay Bafna and sold to developers, including Sachin Ishwarchand Goyal, have a development potential of ₹2,100 crore. 

Despite this, nearby land, where many poor and middle-class families have built homes, remains within the reservation. The decision, following a request for input from the Pune Municipal Corporation in 2023, has triggered controversy. 

Residents claim the move favors wealthy developers and landowners while penalizing those with homes in reserved areas by imposing higher property taxes. 

Local criticism also points to selective enforcement against slum dwellers while allowing large plots to be de-reserved for development.
