13 July, 2026: The Pune Regional Transport Office (RTO) has launched a strict enforcement drive against vehicles that have not installed High Security Registration Plates (HSRPs), with more than 500 vehicle owners already fined for violating the mandatory rule.

The action comes after the June 30 deadline for fitting HSRPs on vehicles registered before April 1, 2019. Officials have warned that vehicle owners who continue to drive without the prescribed number plates could face repeated penalties during inspections.

According to the Pune RTO, 11,64,368 vehicle owners have applied for HSRPs. Out of these, appointments have been scheduled for 11,54,048 vehicles as of July 8. However, only 9,49,673 vehicles have completed the installation process.

The data also reveals that over 2.04 lakh vehicle owners who booked appointments are yet to get their HSRPs installed. In addition, nearly five lakh vehicles registered before April 1, 2019, have still not entered the HSRP registration system.

Transport officials have intensified inspections across Pune, checking vehicles for compliance with the new rule. Authorities said enforcement will become more stringent in the coming weeks as they aim to ensure all eligible vehicles are fitted with HSRPs.

Under Rule 50 of the Central Motor Vehicles Rules, 1989, vehicles without High Security Registration Plates can be fined up to ₹1,000. Officials have also clarified that motorists may face penalties each time they are caught without the mandatory plates.

HSRPs are aluminium number plates equipped with advanced security features, including a chromium-based hologram, tamper-proof snap locks and a laser-etched unique identification number. These features help prevent duplication and enable authorities to trace stolen or cloned vehicles through a centralised database linked to the vehicle’s engine and chassis numbers.

Deputy Regional Transport Officer Swapnil Bhosale urged vehicle owners to complete the installation process as soon as possible. He said HSRPs are mandatory for all eligible vehicles and timely compliance will help motorists avoid fines while improving vehicle security and ensuring compliance with transport regulations.
