Pune: HSRP Mandatory for Vehicles Registered Before April 1, 2019; RTO to Halt Services from June 16 for Non-Compliant Owners

Pune, June 11:

The state transport department has urged vehicle owners to install High-Security Registration Plates (HSRP) on all motor vehicles registered before April 1, 2019. The directive follows a Supreme Court ruling in a writ petition and is also in line with Rule 50 of the Central Motor Vehicle Rules, 1989, which mandates HSRP installation for all vehicles.

In accordance with these orders, the Maharashtra Transport Commissioner’s office has intensified efforts to ensure older vehicles are equipped with HSRPs. Special measures are being implemented to accelerate this process.

Starting June 16, 2025, key vehicle-related services will not be processed for vehicles registered before April 1, 2019, unless they are fitted with HSRPs. These services include ownership transfer, change of address in registration certificates, hypothecation endorsement or removal, duplicate RC issuance, NOC issuance, and vehicle modifications.

However, renewal of fitness certificates and permits for commercial vehicles and renewal of registration certificates for private vehicles will remain exempt from this requirement for the time being.

Owners who have already scheduled an appointment and received a receipt for HSRP installation will be allowed to complete their vehicle-related transactions after verification.

The Sub-Regional Transport Officer of Pimpri Chinchwad has issued a public notice stating that no services will be provided for non-HSRP-fitted vehicles from June 16, 2025. Vehicle owners are advised to take immediate steps to comply.
