Pune: Over ₹1 Crore Collected In Fines As PMC Cracks Down On Plastic Bags
The Pune Municipal Corporation (PMC) has taken strong steps against the use of banned plastic bags. From October 2024 to May 2025, the civic body collected over ₹1.04 crore in fines and seized around 8,090 kg of plastic items. Officials recorded 2,074 violations during this period.
Plastic bags are still widely used in markets, as many vendors say they have no better alternatives and customers keep asking for them.
PMC officials have increased checks in busy areas like Mahatma Phule Mandai, Laxmi Road, Market Yard, and Tulsi Baug. “We are not just penalising shopkeepers, but also going after those who make and supply banned plastic,” said Sandip Kadam, Deputy Commissioner of Solid Waste Management.
Fines for breaking the rules are ₹5,000 for the first time, ₹10,000 for the second, and ₹25,000 for repeat offenders. Some vendors have been fined more than once, but officials say there has been no major resistance so far.
On the other hand, many vendors shared their concerns. A meat seller said paper bags don’t work well for carrying meat. A vegetable vendor said paper bags tear easily with heavy or wet items. A shopkeeper added that although they tried switching to paper, customers complained, so they kept a few plastic bags for emergencies.
To help reduce plastic use, PMC is also promoting eco-friendly options like cloth, jute, and compostable bags. They are working with local self-help groups and running awareness campaigns.
“We understand small vendors face problems. That’s why we’re trying to make better alternatives more affordable and easier to get,” Kadam added.
