Thousands of Pune residents continue to face delays in receiving the 40% property tax rebate, despite meeting the eligibility criteria and submitting necessary documents. The rebate, meant for homeowners who own and occupy a single residential property, has not been reflected in many property tax bills issued by the Pune Municipal Corporation (PMC) for the 2025–26 financial year.

The issue has persisted for over two years, despite the state government reinstating the rebate in 2023 following citizen protests. Many homeowners submitted the PT-3 form along with residency proof expecting the rebate to be applied to current and previous tax years. However, PMC continues to issue full 100% tax bills, citing software delays and incomplete implementation of billing updates.

This year’s property tax bills were also issued late, with distribution beginning only on May 1 instead of April. The delay added to the confusion, as many expected corrected bills reflecting the rebate. PMC officials now say revised bills may be issued after verifying individual claims.

The rebate was discontinued in 2019 after the state government questioned its legality. PMC then hired a private agency to survey properties and identify those not eligible for the rebate, particularly rented or multi-owned properties. As a result, 4.64 lakh properties lost the rebate. However, errors in the survey led to many eligible single-property owners being wrongly denied the benefit.

In 2024, PMC assigned 350 staff to re-survey 4.63 lakh properties. The findings showed that 2.42 lakh were owner-occupied and should qualify for the rebate, yet thousands among them still received bills without it this year.

Residents report repeated visits to ward offices, unclear responses from PMC staff, and no adjustment of overpaid amounts from previous years. Revised orders from PMC headquarters are still awaited, further compounding the frustration.

Citizens who haven’t received the rebate should resubmit the PT-3 form with valid proof.
