UIDAI reiterates that Aadhaar serves solely as identity verification, not as proof of nationality, domicile, or age
The government has once again clarified that the Aadhaar card cannot be used as proof of citizenship or date of birth. In a recent directive issued by the Department of Posts under the Ministry of Communications, it was reaffirmed that while Aadhaar can establish the identity of its holder, it should not be treated as conclusive evidence of nationality, domicile, or age.
“An Aadhaar number may be used for establishing the identity of the Aadhaar number holder, subject to authentication or offline verification,” the order stated. It further emphasized that “an Aadhaar number or the authentication thereof, is not a proof of citizenship or domicile,” nor should it be used “for establishing the date of birth of the Aadhaar number holder conclusively.”
The clarification comes amid persistent confusion, given Aadhaar’s widespread use across India’s financial and administrative systems.
The 12-digit unique identity number, issued by the Unique Identification Authority of India (UIDAI), is now indispensable for availing most government services and benefits, from Direct Benefit Transfers (DBT) to income tax filings.
Aadhaar is mandatory for filing Income Tax Returns (ITRs), linking PAN cards, opening new bank accounts, and purchasing mobile SIM cards. It is also a key component in Know Your Customer (KYC) processes for investments, insurance, and mutual funds.
Furthermore, Aadhaar authentication is required to access welfare schemes, including LPG subsidies under the Direct Benefit Transfer for LPG (DBTL) scheme, pension benefits under the Employees’ Pension Scheme (EPS), and the Atal Pension Yojana (APY).
It also plays a crucial role in accessing scholarships, labour welfare programmes, and various citizen services such as obtaining a driving licence or new mobile connection.
In a related update, UIDAI has revised the fees for updating Aadhaar details for the first time in nearly five years. Effective October 1, 2025, the cost of updating demographic information—such as name, address, or date of birth—has increased from Rs 50 to Rs 75. The fee for biometric updates has similarly risen from Rs 100 to Rs 125.
However, Aadhaar enrolment and updates for newborns will continue to remain free of cost. The revised charges apply only to updates made after an Aadhaar number has been issued. For children, biometric updates are mandatory at age five, again between five and seven, and once more between fifteen and seventeen years.
With this clarification, UIDAI seeks to ensure that Aadhaar continues to function as a secure and reliable identity verification system, while preventing its misuse as proof of citizenship or age.
