Supreme Court Upholds Stray Dog SOP, Says Citizens Have Right To Safe Public Spaces

New Delhi, August 11, 2025: The Supreme Court has directed that all stray dogs in Delhi-NCR be removed from public areas within eight weeks and relocated to dedicated shelters to be established by the concerned authorities. The court directed municipal bodies and other agencies to work together to set up adequate shelter facilities within the given timeline, ensuring the swift and coordinated relocation of the animals.

The court has directed the Delhi government, MCD, NDMC, and relevant authorities in the NCR to clear all streets and lanes of stray dogs. All such dogs are to be relocated to shelters, with an initial target of moving 5,000 dogs within the next six weeks.

Issuing a stern warning, the Supreme Court stated that if any person or organisation obstructs this process, they should be reported to the court, which will take action against them.

The court further ordered that authorities in Delhi-NCR immediately set up dog shelters and submit infrastructure details to the court within eight weeks. Adequate staff must be deployed for sterilisation, and dogs should not be released in public areas. CCTV monitoring is also to be implemented.

The court emphasised that newborns and young children must be protected from the risk of rabies and that these directions should be followed strictly, ensuring people can move freely without the fear of stray dog attacks.
