The packaged drinking water industry in India has grown rapidly, but the real cost of producing a one-litre bottle is far lower than its market price.
Packaged drinking water has become a common necessity for people travelling across India. Whether at railway stations, bus stands, malls or roadside shops, a one-litre water bottle is usually sold for around ₹20. However, the actual cost of producing that bottle is significantly lower.

Industry estimates suggest that the real production cost of a one-litre bottled water pack is only about ₹6 to ₹7, while consumers pay nearly three times more in the market.
Tap Water Vs Bottled Water
Experts say bottled water is around 10,000 times more expensive than regular tap water used in homes. While tap water is available at a minimal cost through municipal supply, packaged water goes through multiple processing and distribution stages before reaching consumers.
Over the last two to three decades, the demand for bottled water in India has increased sharply, particularly among travellers and urban consumers.
Breakdown Of Production Cost
The actual cost of producing a one-litre bottle mainly includes packaging, purification and distribution expenses.
Approximate cost structure per bottle:
- Plastic bottle (bulk purchase): around ₹0.80
- Water cost: about ₹1.20
- Purification and processing: around ₹3.40
- Additional operational costs: about ₹1
This brings the total production cost to around ₹6.40–₹7 per bottle.
However, the final retail price increases because companies must cover expenses such as transportation, storage, retailer margins, branding, taxes and packaging materials.
Why Consumers Pay ₹20
The difference between the production cost and the retail price largely comes from logistics and packaging costs, particularly the plastic bottle and cap. Distribution networks, marketing and retailer commissions also add to the final price consumers pay.
In places like railway stations, malls and tourist areas, bottled water may even be sold at higher prices depending on demand.
Growing Bottled Water Market
India’s packaged drinking water industry is estimated to be worth around $5 billion and continues to grow each year as more people rely on bottled water for safe drinking.
Setting up a bottled water plant can cost anywhere between ₹1.5 lakh and ₹50 lakh, depending on production capacity and infrastructure. Smaller plants producing 250–500 litres per hour require about 500–800 square feet of space, while larger plants may need around 2,000 square feet.
Possible Impact Of Global Oil Prices
Industry observers say the bottled water sector may also be affected by rising crude oil prices, since plastic bottles are made from petroleum-based polymers. Any increase in raw material costs could eventually push bottled water prices higher in the market.
