Deadline Extended Again For Online Rent Agreement System 2.0 Amid Technical Glitches
Pune: The deadline for launching the new ‘2.0 System’ for online rent agreements and document registration has been extended for the second time due to the discovery of several technical issues. The revised launch date for the improved system is now set for April 21.
The ‘2.0 System’—run by the State Registration and Stamp Duty Department—gained rapid popularity due to its convenience, home-service model, and reasonable charges. In cities like Pune, up to 7.5 lakh rent agreements are processed annually through this online method, contributing significantly to government revenue.
Responding to long-standing demands from the Association of Real Estate Agents, the state had previously agreed to include police verification for rental agreements. However, concerns arose when the government began collecting ₹300 from citizens as a “document handling fee,” despite no physical documentation being processed. This led to the development of the 2.0 system to address inefficiencies.
Sachin Singhvi, President of the Association, submitted a representation to the Registration and Stamp Duty Department stating that at least 30 changes are required in the new platform. He raised concerns about Aadhaar-based OTP verification for landlords, tenants, and witnesses, arguing that in light of rising cybercrime, both Aadhaar and bank OTPs should be discontinued to prevent misuse.
He also pointed out that while the government had earlier included official service providers after verifying their identity and residential address, these providers were excluded when the new portal was launched. As a result, instances of fake document registrations have increased. Furthermore, it has come to light that property verification is not being conducted—the agreements are being registered based only on Aadhaar details of landlords and tenants, without checking the actual properties.
Both real estate agents and official service providers have requested improvements to the system. Responding to the feedback, necessary corrections will be implemented before the launch, leading to the latest extension.
