No Diwali Gifts from Public Funds’: Finance Ministry Issues Directive
Government move aims at fiscal discipline, curbing non-essential expenditure
The Finance Ministry has directed all central ministries, departments, and associated organisations not to use public funds for Diwali or any other festival gifts. The order, issued by the Department of Expenditure, takes immediate effect and is part of the government’s larger plan to enforce fiscal discipline and restrict non-essential spending.
The ministry’s memorandum reiterated that similar guidelines had been issued earlier and stressed that this decision continues the government’s focus on the prudent use of public resources. The circular stated: “No expenditure shall be incurred on gifts and related items for Diwali and other festivals by Ministries/Departments and other organs of the Government of India.”
Officials clarified that the restriction applies to all forms of gifts, including those exchanged between ministries and high-ranking officials. The step is aimed at preventing misuse of taxpayer money and ensuring that funds are deployed only for lawful and essential purposes.
The Finance Ministry emphasised that curbing wasteful expenditure would strengthen transparency and accountability while instilling greater discipline in government spending. Prime Minister Narendra Modi has repeatedly underscored the importance of responsible use of government resources, aligning with this latest move.
The decision has also drawn political responses. Shiv Sena MP Milind Deora welcomed the step, calling it a commendable initiative. Writing on social media, Deora noted that in the past, only a select few officials and politicians had benefitted from such expenditure in the name of festivities. He urged state governments to adopt similar measures.
