Pune, March 16, 2026: Amid rising complaints from residents regarding property tax assessments in villages newly merged into the city limits, a special meeting was convened by the Pune Municipal Corporation (PMC) under the chairmanship of Mayor Manjusha Nagpure on Monday.

The meeting was held at the Zone No. 2 office on Ghole Road in Shivajinagar, where citizens, local representatives, and officials discussed concerns related to tax imposition in the newly included villages within PMC limits.

Among those present were group leader Kaka Chavan, corporator Subhash Nanekar, Additional Municipal Commissioner Prithviraj B.P., and Deputy Commissioner (Taxation) Ravi Pawar. Several corporators from the merged villages and a large number of residents and activists also attended the meeting.

At the beginning of the session, the PMC Property Tax Department presented a detailed briefing on the current tax structure applicable to the merged villages. Resolutions passed by the civic body’s General Body in previous meetings regarding taxation were also read out.

During the discussion, citizens and elected representatives raised several concerns about the tax assessment system. Residents alleged that both residential and commercial properties were being subjected to disproportionately high taxes. They also pointed out that the Annual Rateable Value (ARV) of neighbouring villages had not been considered while calculating the taxes.

Many participants demanded that the taxation system should follow the earlier Gram Panchayat pattern until basic civic infrastructure is adequately provided. Residents argued that imposing municipal-level taxes without providing essential services was unfair.

Citizens further claimed that the government directive stating “tax should be levied from the year the house was built” had not been properly implemented. Concerns were also raised regarding penalties, surcharges, and the practice of charging interest on interest.

Another issue highlighted was the absence of special tax concessions for properties in the Nanded City area, despite the locality having its own internal infrastructure and facilities.

Responding to the concerns, Additional Municipal Commissioner Prithviraj B.P. clarified that the current tax assessment was carried out according to policies approved by the PMC General Body. He noted that any changes to the system would require the formulation of a new policy and approval through a fresh resolution.

Addressing the meeting, Mayor Manjusha Nagpure announced that a committee comprising corporators from the merged villages would soon be formed to examine the issue of taxation. Residents and stakeholders have been asked to submit their suggestions and written representations to the committee, which will later discuss the matter with the administration to arrive at an appropriate solution.

The Mayor also mentioned that the department headed by Revenue Minister Chandrashekhar Bawankule is currently working on zoning for the concerned areas, and efforts will be made to resolve the taxation issue in alignment with this process. 

Citizens were also encouraged to submit written suggestions regarding increasing budget allocations for infrastructure in the merged villages in the 2026 civic budget.
