Pune: The Pune Regional Passport Office has made it mandatory for individuals born on or after October 1, 2023, to provide a birth certificate for applying for a passport. 

The information regarding the same was shared on the X handle of the Regional Passport Office Pune. 

This requirement is in accordance with the Registration of Births and Deaths (Amendment) Act 2023, as the birth certificate serves as conclusive evidence of both the date and place of birth.

In addition, an address proof document is required, which can be in either the child’s or parent’s name. Acceptable documents include a passport, Aadhaar, current rent agreement, or utility bills. Both parents must provide consent through Annexure D. If one or both parents do not possess passports, they may submit an Aadhaar or Voter ID as an alternative.

As per the information received, during the appointment, at least one parent should be present with the passport of both parents, as this is a prerequisite for the passport application process. Under the new provisions, the birth certificate is now considered a single, essential document for various tasks, including admission to educational institutions, and acquiring a driver’s license or passport. Therefore, parents of minor applicants born on or after October 1, 2023, should be aware of this change and ensure that they submit the child’s birth certificate to facilitate a smooth passport application process.

In section 17 of principal act (iii) after sub-section (2), the following sub-section shall be inserted, namely:- “(3) Notwithstanding anything contained in any other law for the time being in force, the certificate referred to in sub-section (2) or section 12, shall be used to prove the date and place of birth of a person who is born on or after the date of commencement of the Registration of Births and Deaths (Amendment) Act, 2023, for the purposes of (a) admission to an educational institution; (b) issuance of a driving license; (c) preparation of a voter list; (d) registration of a marriage; (e) appointment to a post in the Central Government or State Government or a local body or public sector undertaking or in any statutory or autonomous body under the Central Government or State Government; (issuance of a passport; (g) issuance of an Aadhaar number; and (h) any other purpose as may be determined by the Central Government.”. of section 16.
