Hospitals should provide Remdesivir to patients; says Pune collector Dr Rajesh Deshmukh

The growing concern over availability of remdesivir injections, there have been several cases of black marketing and over charging these important injections for a Covid19 positive patients.

Pune district Collector Dr Rajesh Deshmukh issued an order stating that each hospital in Pune district should update the status of the requirement of the injections to them. Pune district in the past few weeks has recorded highest number of Covid19 patients. Most of the patients have been recommended this injection. The demand surged and the shortage of these injections led to hoarding and black marketing.

In order to control the demand and supply of these important injections, and stop the black marketing and unauthorised hoarding of these injections, it has become important to put a control on their sale and purchase.

As per the Epidemic Control Act 1897 and Disaster Management Act 2005, all medical facilities such as hospoitals, covid care centers, medical stores, distributor of remdisivir injection and company’s C and F agent shall follow the following guidelines issued by Pune district Collector Dr Rajesh Deshmukh.

  1. Prior information from the Hospitals is mandatory whether they have turned their facility into a Covid19 facility to the local authority / local medical officer. They should inform them about its registration as a Covid hospital. Information should be updated daily on the Pune division’s dash board.
  2. Covid hospitals should display their government issued certificate, medical store’s registration and inform their C and F Agent about the requirement of the remedisivir injection.
  3. These hospitals should keep in mind the actual requirement of the stock and its necessity and whether it is a priority for a patient. Also, while posting the requirement the facilities should keep in mind the center’s and state government Covid Clinical Management Protocol.
  4. Proper verification of the prescription of the patient asking for a remedesivir injection must be checked thoroughly. These records must be maintained and updated at the hospital.
  5. Medical stores having no affiliation with any hospital should not be sold remdesivir injections.
  6. All wholesale medicine distributors should keep a detailed record of the purchase and sale of the injections. Also details such as Covid hospital’s name, name of the drug store associated to the hospital, bill number, date and total sale should be conveyed to the Food and Drug Administration, Pune.
  7. Those medical stores who do not have any association with any Covid hospital are allowed to buy these injections from the wholesalers or C and F agents. Also, it is important to note details such as opening balance of the stock of the injections on the particular day, group number, date on which the injection was sold, patients details, details of the injections provided, doctors name, charges etc. It is mandatory to note the purchase and sale stock of the injections.
  8. Hospitals should provide the injections to the patients. The hospital should not ask the patients family member to procure it.
  9. The injection should be sold at the government authorised rate only.
  10. In case, the remedisivir injection was not fully consumed, it should be returned to the hospital, medical store and the details must be maintained.
  11. Hospitals should keenly observe their employees and their behaviour and no untoward incidents should happen. Incase of any untoward incident, the hospital administration would be held responsible.

These guidelines shall be in force from April 11, 2021 , violating them will be liable for action under section Disaster Management Act 2005, Epidemic Control Act 1897 and IPC section 1860, section no 188 and The Drugs and Cosmetics Act 1940 rule 1945
