Pune: With the April 30 deadline approaching, Pune vehicle owners are rushing to High-Security Registration Plate (HSRP) installation centers. However, the process is moving at a slow pace, raising concerns about meeting the deadline.
Despite the number of centers increasing to 126, only 1,000 vehicles receive their HSRP plates daily. Pune has 26,33,635 eligible vehicles, and at the current rate, it would take at least 72 years to complete the installation process.
While speaking to car owner Ramesh Gaikwad, he said, “The process is extremely slow, and the long waiting period, along with the sluggish installation speed, is frustrating. With only 1,000 plates being installed daily and 26 lakh vehicles still pending, it is clear that meeting the deadline is impossible. At this rate, it would take decades to complete the process. The government must intervene to accelerate the installation before vehicle owners face penalties for a delay beyond their control.”
Concerns Over Slow Progress
Pune has around 40 lakh vehicles, of which 26 lakh were registered before April 1, 2019. HSRP is mandatory for these vehicles. However, given the current pace, installing plates on all eligible vehicles within the next 48 days seems impossible.
As of March 11, only 34,356 vehicles had received the plates, while 67,586 had registered for installation. Many vehicle owners face difficulties with online registration, and some centers remain closed, further slowing down the process.
Challenges and Possible Solutions
Authorities initially set up 69 centers, later increasing the count to 126. If required, more centers may be added. However, experts suggest that to meet the deadline, the process must be significantly accelerated.

A Pune resident who purchased a two-wheeler in May 2019 is now facing a unique issue. Since HSRP installation was the dealer’s responsibility, it was ignored. Now, as the vehicle was bought after April 1, 2019, he cannot register online, leaving him stranded without a solution.

The backlog continues to grow, and authorities need to take immediate steps to streamline the process. Increasing the number of centers, simplifying registration, and speeding up installations are crucial to ensuring Pune vehicle owners meet the HSRP deadline in time.
