India’s upcoming Census 2027 is set to introduce a significant update in how relationships are recorded, with live-in couples likely to be counted as married if they consider their relationship a stable union.

According to details available on the self-enumeration portal, couples living together in a long-term live-in relationship and identifying their bond as stable will be treated as husband and wife during the census process. This clarification comes through a Frequently Asked Questions (FAQ) section designed to guide citizens while filling out their details.

The Census 2027 will be conducted in two phases and will be the country’s 16th census overall and the 8th since Independence. The reference date for most parts of India has been fixed as March 1, 2027, while snow-bound and non-synchronous regions will follow a different timeline.

The first phase, known as the House Listing and Housing Census, will begin from April 1, 2026. It will collect data on housing conditions, assets, and amenities. The second phase, Population Enumeration, is scheduled for February 2027 and will gather detailed information related to demographics, socio-economic status, education, migration, fertility, and caste.

One of the major highlights of this census is the introduction of digital enumeration. For the first time, data will be collected using mobile applications, reducing paperwork and improving efficiency. In addition, a self-enumeration option will allow households to submit their details online before an official visit.

The self-enumeration facility will be available in 16 languages, including Hindi and English. Once the details are submitted, households will receive a unique identification number that must be shared with enumerators for verification.

Officials have clarified that no documents will be required to validate the information provided. The census will rely on self-declared data, meaning that if a couple identifies themselves as married, they will be recorded accordingly.

The process will involve over three million enumerators and officials, making it one of the largest administrative exercises in the country. The first phase will run between April and September 2026 in different states and Union Territories in a staggered manner.

The update regarding live-in relationships reflects a broader attempt to capture evolving social realities more accurately. While similar practices were followed informally in earlier exercises, this is the first time a clear public clarification has been issued on the matter.
