Pune, May 4, 2026: In a move aimed at guiding structured growth in Pune’s fast-developing western corridor, the Maharashtra government has cleared the preliminary Town Planning (TP) Scheme No. 1 (first variation) for the Mahalunge–Maan area. The Urban Development Department (UDD) issued a government resolution on April 29, setting the stage for the scheme’s official publication in the state gazette.
The approval, granted with the governor’s nod, is expected to bring better planning and regulation to a region that has seen rapid real estate expansion in recent years. The Mahalunge – Maan belt falls under the Pune Metropolitan Region Development Authority (PMRDA), which has been working on multiple town planning schemes to promote organised urban development.
Once the notification is published in the gazette, authorities will be able to move forward with key steps such as land pooling, infrastructure development, and planned allocation of spaces. Officials from the UDD confirmed that the notification will be shared with agencies including PMRDA, the Pune district collector’s office, and the directorate of town planning.
Mahalunge–Maan has become a major residential and commercial destination due to its proximity to the Hinjawadi IT hub and improved road connectivity. However, the rapid pace of construction has also raised concerns over irregular layouts, insufficient infrastructure, and pressure on civic services.
The TP scheme is designed to address these challenges by reorganising land holdings, earmarking areas for roads, open spaces, and public utilities, and ensuring balanced development benefits for landowners. Urban planning experts say such schemes are crucial for preventing unplanned growth and building sustainable neighbourhoods.
Officials added that the first variation of the scheme includes updates based on stakeholder feedback and current development needs, making it more practical for implementation.
However, clarity is still awaited on which authority will execute the project. A senior PMRDA official said the state government has approved the plan but has not yet designated the implementing body.
The issue has gained importance as a significant portion of Mahalunge village now falls within the Pune Municipal Corporation (PMC) limits following the merger of several villages, while most of Maan remains under PMRDA jurisdiction. This overlap has led to discussions on whether PMC or PMRDA should take charge of implementation.
A recent meeting between PMRDA officials and the municipal commissioner also reviewed the TP scheme along with other matters related to the merger of 23 villages.
For now, officials maintain that the final decision on implementation will be taken by the state government.
