Maharashtra Govt to Issue Individual Property Cards for Flat Owners; Panel Formed to Frame New Rules
MUMBAI: In a major relief for thousands of flat owners across Maharashtra, the state government has begun the process to issue individual property cards for apartment owners. Currently, official land records such as the 7/12 extract and property card list only the landowner’s name, not the names of flat owners.
8-Member Panel to Draft Vertical Property Rules
To make this change possible, the government has formed an eight-member committee to frame the Vertical Property Rules. These rules will enable the inclusion of individual flat owners’ names in government land records.
The committee is headed by Vikas Kharge, Additional Chief Secretary (Revenue), and includes officials from the Cooperation, Urban Development, Law and Judiciary, and Rural Development Departments, along with the Settlement Commissioner, Director of Land Records, and Inspector General of Registration and Stamps. The Joint Secretary of Land Survey will act as the member-secretary.
The panel will study similar laws in other states, review a proposal earlier submitted by the Settlement Commissioner, and submit its report within a month. It will also draft the new rules to ensure clear ownership details for flats in multi-storey buildings, including areas meant for common use.
New Law to Bring Flat Owners into Official Records
At present, ownership entries in government records are made only through sale deeds, succession, or lease agreements, which exclude apartment owners. The new initiative aims to change that and ensure individual recognition of flat ownership in property documents.
The move is expected to resolve long-standing ownership disputes and make property documentation more transparent for apartment residents across the state.
