The Maharashtra government is preparing to introduce a new labour code for private security guards, a move aimed at strengthening workers’ rights, improving employment conditions and bringing the state’s legal framework in line with the Centre’s labour reforms. The proposed legislation is expected to replace outdated provisions under the Maharashtra Private Security Guards Act with a more comprehensive and modern system.
According to the proposed reforms, private security guards will receive enhanced protection in areas such as wages, social security, welfare schemes and service conditions. The new code is expected to cover key aspects including provident fund (PF), gratuity, employee insurance, maternity benefits, compensation, welfare funds and other statutory entitlements that are currently governed under multiple labour laws.
Officials believe the new legislation will simplify compliance for security agencies by consolidating various labour-related provisions into a single framework. At the same time, it is expected to ensure that security guards receive timely wages, better employment security and access to welfare benefits without administrative hurdles.
The government is also planning to introduce a transparent registration and monitoring system for security agencies and workers. This is expected to improve accountability in the private security sector while ensuring that employers adhere to labour regulations and provide mandatory benefits to their employees.
Another key objective of the proposed labour code is to establish uniform rules governing recruitment, service conditions and workplace welfare for private security guards across Maharashtra. Authorities say the reforms will help eliminate ambiguities in the existing system while offering greater legal protection to thousands of guards employed in residential societies, commercial establishments, industries, hospitals, educational institutions and other organisations.
The proposed law also seeks to improve coordination between security agencies, employers and government authorities to ensure effective implementation of labour welfare measures. By streamlining regulatory procedures, the government aims to reduce compliance burdens for agencies while strengthening safeguards for workers.
Officials have stated that the new labour code is part of Maharashtra’s broader effort to modernise labour laws and align them with the four Central Labour Codes introduced by the Union government. Once implemented, the legislation is expected to provide private security guards with improved financial security, enhanced social protection and better working conditions, while creating a more transparent and organised private security industry in the state.
