NEET UG 2026 Paper Leak: Family From Rajasthan Allegedly Bought Paper for 30 Lakh
May 13: In the NEET UG 2026 paper leak case, the Central Bureau of Investigation (CBI) has arrested six people in connection. The investigators are uncovering a family-linked network involved in purchasing and distributing the leaked examination paper.
According to officials with the Rajasthan Special Operations Group (SOG), two brothers from Jamwa Ramgarh town in Jaipur district, Dinesh Biwal and Mangilal Biwal, allegedly obtained the leaked NEET-UG question paper containing 120 questions from a contact in Haryana.
According to investigators, the leaked NEET-UG question paper was allegedly accessed before the examination through unauthorised handling of sealed exam trunks. Sources connected to the investigation claimed that the accused managed to get nearly 30 minutes of access to the trunks before the exam began. Investigators claim that the accused purchased the paper for nearly rupees 30 lakh and later circulated it among several students in Rajasthan’s Sikar district. Following up with this, the paper was converted into digital copies and distributed electronically.
Authorities suspect Vikas Biwal, son of Dinesh Biwal, who was reportedly preparing for the NEET examination, was among the intended beneficiaries of the leaked paper.
Additionally, the CBI has arrested six accused in connection with the case. Those identified include:
- Dinesh Biwal from Jaipur
- Mangilal Biwal from Jaipur
- Vikas Biwal from Jaipur
- Shubham Khairnar from Nashik
- Yash Yadav from Gurugram
- Dhananjay Lokhande from Maharashtra
The investigators are also looking into the matter of the Biwal family, after five relatives reportedly qualified for the NEET examination last year. According to the SOG officials, Dinesh’s son, Mangilal’s two sons, and their late elder brother’s two daughters had all cleared the exam and are currently studying in government medical colleges, raising further suspicion in the investigation.
On May 3, the National Testing Agency (NTA) had cancelled the NEET UG 2026 examination after allegations of a paper leak surfaced. The case was immediately transferred to the CBI for a detailed probe.
The FIR charges are related to the violations under the Public Examinations (Prevention of Unfair Means) Act, 2024, and include corruption, criminal breach of trust, cheating, and criminal conspiracy.
According to investigators, the leak is suspected to may have originated from the Nashik printing press, where the NEET UG 2026 question papers were printed. This marks a major shift from previous paper leak cases, which usually took place during the transportation or distribution stages of the examination process.
The case has triggered political controversy after opposition leaders alleged links between one of the accused and the BJP’s youth wing. Former Rajasthan Chief Minister Ashok Gehlot questioned whether political connections delayed action in the matter.
The BJP leaders reportedly clarified that Dinesh Biwal was previously associated with the party’s youth wing in 2014, but had not remained active in party affairs in recent years.
