New Rule: Indian Railways Warns Passengers Against Excess Luggage; Additional Charges And Penalties May Apply

Passengers travelling by train should be aware of Indian Railways’ luggage rules, as carrying baggage beyond the permitted limit without proper booking can attract extra charges and penalties.

Indian Railways has reiterated its luggage regulations, reminding passengers that carrying baggage beyond the prescribed limits can result in additional charges and, in some cases, hefty penalties. The rules apply across all classes, from Second Class and Sleeper coaches to AC compartments.

The Railways says the regulations are aimed at ensuring passenger safety, reducing overcrowding inside coaches and improving overall travel comfort. Excess luggage can obstruct movement within compartments and create difficulties during emergencies, making baggage management an important aspect of train operations.

Under the current rules, passengers travelling in First AC can carry up to 70 kg of luggage free of charge. The free allowance is 50 kg for Second AC passengers, 40 kg for Third AC and Sleeper Class passengers, and 35 kg for those travelling in Second Class. Children between the ages of five and 12 years are allowed half of the prescribed free allowance, subject to a maximum of 50 kg.

Passengers who need to carry luggage beyond the free allowance can do so by paying additional charges. Indian Railways permits excess luggage up to the maximum permissible limit for each class upon payment of charges calculated at 1.5 times the luggage rate.

However, passengers found travelling with unbooked or partially booked excess luggage may face significantly higher penalties. Railway regulations state that excess luggage beyond the free allowance but within the marginal allowance is charged at 1.5 times the luggage rate. If the luggage exceeds the permissible limits and has not been properly booked, passengers can be charged up to six times the applicable luggage rate, subject to a minimum penalty of â‚¹50.

Apart from weight restrictions, Railways has also prescribed size limits for luggage carried inside passenger compartments. Trunks, suitcases and boxes measuring up to 100 cm × 60 cm × 25 cm can be carried as personal luggage. If any one of these dimensions exceeds the limit, the item must be booked separately and transported in the brake van rather than inside the passenger compartment.

For passengers travelling in AC 3-tier and AC Chair Car coaches, the maximum permitted suitcase size is 55 cm × 45 cm × 22.5 cm.

Passengers carrying large quantities of luggage are advised to book it separately through the railway luggage booking system. Such luggage can be transported safely in luggage vans or brake vans, helping reduce crowding inside coaches and ensuring a more comfortable journey for all passengers.

Railway officials have urged travellers to check baggage limits before commencing their journey and make advance arrangements for excess luggage wherever necessary. Failure to follow the rules may not only lead to penalties but can also cause inconvenience during travel.

Passengers are therefore advised to verify luggage limits and booking requirements in advance to avoid last-minute hassles, additional expenses and possible fines.

Disclaimer: Railway luggage rules, charges and penalties may be revised by Indian Railways from time to time. Passengers should verify the latest regulations through official railway channels before travelling.
