Nyati Grandeur : Deputy District Registrar seeks explanation from resident of Undri based society

Pune – In a development that has sent shockwaves through the Nyati Grandeur housing society, Vinayak Kelkar, a committee member of the society has been served with a notice by the Deputy Registrar of Housing Societies for a suspected conflict of interest. 

The notice comes after Shekhar Dhotre, a management committee member, filed a complaint with the deputy registrar regarding Vinayak Kelkar’s involvement in the conveyance deed process.

The crux of the issue lies in Vinayak Kelkar’s previous position as the Vice President of Human Resources at a realty firm in Pune. 

Concerns have been raised over Kelkar’s ongoing connections and communication with the builder, which potentially influence the conveyance deed process.

The Nyati Grandeur society has been awaiting the completion of the conveyance deed for over a decade. The land on which the society stands, previously under Gram panchayat jurisdiction, has been transferred to the Pune Municipal Corporation (PMC) since 2018. As a result, the market value of the land has increased significantly, granting each flat owner additional balconies and common floor space FSI, which now belong to the individual owners rather than the builder.

Suspicion has grown within the society as Kelkar has been accused of exerting pressure on committee members to expedite the signing of the conveyance deed. Society members have appointed renowned architect Mr. Rajesh Vasulkar as a consultant to assess the FSI calculation.

The findings of Architect Rajesh Vasulkar’s report are crucial in determining the fate of the conveyance deed. Additionally, a valuation of the entire land involved in the conveyance deed, including a dedicated road, is planned, based on the original blueprint approved by the TP/PMRDA.

Despite these efforts, concerns persist that Kelkar is representing the interests of the builder rather than those of the society. He has been accused of obstructing measures aimed at enhancing security within the society, including opposing the installation of a gate that was approved in the General Body meeting and Management Committee meeting. The obstruction has left the society vulnerable to unwanted elements, posing a safety risk for women and children.

According to Dhotre, in a recent Management Committee meeting, Kelkar allegedly made derogatory remarks about the Deputy Registrar and government officials, accusing them of corruption. Furthermore, he has faced accusations of attempting to remove other committee members to assume the position of society chairman, potentially enabling him to exert undue influence and sign the conveyance deed in favor of the builder. 

The situation has escalated to the point where a gag order is being considered to prevent Kelkar from discussing the conveyance deed matter during Management Committee meetings. Society members have sought the assistance of a renowned advocate Santosh Deshpande to address this issue.

Assisting me in navigating the complex matter is Colonel Vikram Taneja, a decorated war veteran and recipient of the VSM. Colonel Taneja’s involvement has lent credibility and support to my cause, added Dhotre. 

Dhotre the IT cell head for AAP, Pune city spoke about the responsibilities and rights of management committees and members in housing societies, emphasizing the importance of video recording each meeting as a means of ensuring transparency and curbing the powers of the managing committee. He also stressed the need for homeowners to be aware of their rights and take appropriate action to protect them.Shekhar Dhotre, Elected  management committee member of Nyati Grandeur , said, “As per law, the developer is legally required to convey the land and the building within four months of formation of the society or any legal body of the flat purchasers. However, even after over ten years, he has not handed it over to us. When we decide to take legal actions, Kelkar is pressuring us, through all the means possible, to withdraw the legal actions, not to change lawyers to new one. agreed in the General Body.

When Pune Pulse spoke to Vinayak Kelkar, he said that the case is baseless. I have no vested interest in any of the decisions. The allegations made by Mr Shekhar Dhotre will be dealt with as per legal advice.  

D S Housare, deputy district registrar, zone 4, Pune city said, “The notice is sent as per the complaint received by the society. The concerned person must respond within the stipulated time frame mentioned in the notice. Any further action will depend on the explanation presented by the person on whom the notice is issued.”
