Pune: Dust Pollution From Construction And Redevelopment Projects Raises Health Concerns
Pune, June 15, 2026: Rapid construction activity and redevelopment projects across Pune are contributing to a growing dust pollution crisis, raising serious concerns about public health and air quality in the city.
Residents have complained that trucks and dumpers transporting construction debris, soil, and concrete materials often fail to cover their loads properly, resulting in dust and loose material being scattered across roads. The situation has led to increased airborne pollution in several parts of Pune, affecting both motorists and pedestrians.
According to citizens, dust emitted from these vehicles frequently enters the noses and mouths of commuters traveling behind them, causing discomfort and potential health risks. Debris and cement dust generated by ongoing construction projects have become a major concern, with large quantities of soil and particulate matter spilling onto roads and mixing with the air.
Areas witnessing large-scale redevelopment projects have been particularly affected. Dust generated by cement mixers, concrete batching operations, and the handling of construction materials is posing a threat to respiratory health. Children, senior citizens, and individuals suffering from asthma, allergies, and other respiratory conditions are reported to be among the worst affected.
Under existing regulations, vehicles transporting construction debris and building materials are required to fully cover their loads with tarpaulins. Operators are also prohibited from overloading vehicles and are expected to implement dust-control measures at construction sites. However, residents allege that these rules are routinely violated.
In light of the worsening situation, citizens have called for a joint enforcement drive by the Traffic Police, Regional Transport Office (RTO), and Pune Municipal Corporation (PMC) to take strict action against violators. They have urged authorities to address the dust pollution crisis before it causes further harm to public health.
Relevant Rules and Guidelines
Under the Central Motor Vehicles Rules (CMVR), 1989, as amended in 2018, goods being transported must be carried in closed-body vehicles or containers wherever possible. In cases where open transportation is necessary, loads must be securely covered with appropriate materials such as tarpaulins. The rules also mandate safety measures including reflective markings and proper vehicle maintenance.
Additionally, the Central Pollution Control Board (CPCB) Dust Control Guidelines, 2017 require construction and demolition waste to be transported in a manner that prevents dust emissions. Materials likely to become airborne must be covered with thick cloth, plastic sheets, or tarpaulins during transit.
Residents say stricter enforcement of these regulations is essential to curb pollution and protect the health of Pune’s citizens.
