Pune Emerges As India’s Most Liveable City; Navi Mumbai, Mumbai and Thane Feature in Top 10
Pune, February 2, 2026: Pune has secured the top position in the Ease of Living rankings, according to the Economic Survey 2025–26, reaffirming its status as one of India’s most liveable cities. Navi Mumbai ranked second, while Greater Mumbai and Thane also made it to the top 10, highlighting Maharashtra’s strong performance in urban livability.
As per the survey, the Ease of Living Index evaluates cities based on key service delivery and infrastructure parameters. These include education, healthcare, housing, water supply and sanitation, waste management, urban mobility, public safety and recreational facilities.
Apart from Pune, three other cities from Maharashtra featured prominently in the rankings—Navi Mumbai at second place, Greater Mumbai at third, and Thane at seventh—underscoring the state’s focus on urban development and quality of life.

In comparison, the 2024–25 Economic Survey had placed Bengaluru at the top, with Pune in second position. Navi Mumbai was ranked sixth, while Greater Mumbai stood at tenth last year. The latest rankings mark a significant improvement for Pune and Navi Mumbai, reflecting sustained investments in civic infrastructure and urban services.
