Pimpri, May 8, 2026: Pimpri Chinchwad Municipal Corporation has launched the ‘Swagatam E-Pass’ system at its main administrative building in Pimpri to streamline citizen entry, maintain digital visitor records and strengthen office security.

The new system has been introduced through official orders issued under the signature of Municipal Commissioner Dr. Vijay Suryawanshi.

The initiative has been developed on the lines of the ‘Digi Pravesh’ visitor management system currently used at Mantralaya in Mumbai. Through the Swagatam E-Pass system, citizens can now register online from their homes before visiting the municipal office.

Citizens will have to register through the ‘Swagatam E-Pass’ link available on the official PCMC website, PCMC Official Website.

Under the process, first-time users will be required to create a login account by submitting details such as full name, residential address, passport-size photograph, mobile number and Aadhaar number. Officials clarified that account creation is a one-time process, after which citizens can apply for entry passes whenever required.

Mobile numbers will be verified through OTP authentication during registration and at the time of every future entry request.

While applying for an e-pass, citizens can request visits to a minimum of one and a maximum of three departments. The portal will display available dates for the next seven working days, excluding Saturdays, Sundays and government holidays. Applicants must select the required department and preferred date before completing registration.

Once the process is completed, citizens will be able to download a QR code on their mobile phones for entry into the municipal headquarters. Even if the QR code is not downloaded immediately, it will remain permanently available in the user’s account. In case of advance registration, the QR code can be downloaded on the day of the scheduled visit.

At the main entrance of the municipal building, security staff will scan the QR code to grant access. Authorities said the digital verification process takes only a few seconds and is expected to reduce crowding and delays at the entrance gates.

Citizens who have not completed advance registration or created an account can also complete instant registration by scanning a QR code available at the entrance gate before being granted entry.

According to the civic administration, the system aims to ensure quicker access for visitors while maintaining accurate digital records of all entries into the building.

The civic body has also issued detailed guidelines for the use of the Swagatam E-Pass system.

Citizens have been advised to schedule appointments with the concerned department or officer before applying for the pass. Entry will only be allowed after verification by the security department, and the pass will remain valid only for the specified date, time and purpose mentioned during registration.

General visiting hours for departmental work have been fixed between 10 am and 6 pm on working days. However, meetings with senior officials will only be permitted on Tuesdays and Thursdays between 4 pm and 6 pm, as per a circular issued by the General Administration Department on April 6, 2026.

The administration also clarified that handwritten entry passes will be issued at the main gate for delegations arriving for protests or hunger strikes.

Government and semi-government officers and employees will be allowed entry using their official identity cards. Those without ID cards will have to generate an online entry pass.

For visitors attending meetings organised by municipal departments on working days or holidays, a department-issued letter mentioning the names of visitors will be mandatory for entry between 10 am and 6 pm.

PCMC officials warned that strict action will be taken against anyone found misusing the e-pass system, submitting false information or violating the prescribed rules.

Speaking about the initiative, Commissioner Dr. Vijay Suryawanshi said a large number of citizens visit the municipal headquarters every day and maintaining proper entry records is essential for improving services and administrative planning.

He added that the Swagatam E-Pass system will help the administration understand which departments receive the highest number of visitors and how often citizens visit them, enabling the civic body to make necessary improvements in service delivery.
