In a bid to curb irregularities, the Defence Estates Office (DEO), Pune Circle, has announced stringent measures to verify the credentials of Holders of Rights (HOR) applying for permission for new constructions on Old Grant Bungalow (OGB) properties.

The decision comes in response to a series of instances where OGB HORs sought construction permissions using the names of former holders. DEO Pune Circle, Rajendra Jagtap, emphasized the importance of verifying HOR credentials thoroughly, highlighting the necessity of an undertaking from the current HOR confirming non-engagement in sale-related activities during the application process for bungalow reconstruction.

The initiative follows the DEO’s move to initiate the resumption process of 16 defense properties, aiming to address potential irregularities and ensure transparency in the approval process.

Earlier, the Director of Defence Estates, Southern Command, Saurav Ray, had raised concerns regarding fraudulent practices in obtaining building sanctions for bungalows within the cantonment area. Ray’s directive led to a temporary halt in all construction activities, pending verification of HOR credentials and confirmation from the Inspector General of Registration Office regarding the legality of property transactions.

Additionally, the Pune Cantonment Board (PCB) has been instructed to expedite the submission of a comprehensive list of building sanctions granted since January 1, 2022, prioritizing transparency and accountability in the process.

The Headquarters Southern Command has further instructed the DEO office to undertake necessary measures to investigate fraudulent transactions related to OGB properties in Pune, underscoring the commitment to upholding integrity within defense estate management.
