New Delhi/Mumbai: Despite the mandatory requirement of High-Security Registration Plates (HSRPs) for all vehicles in India, compliance remains inconsistent. In Maharashtra alone, more than seven lakh newly registered vehicles, including those used by government officials, continue to operate without these tamper-proof plates. Meanwhile, Delhi’s Transport Department has initiated a strict enforcement drive, imposing hefty fines on violators and penalizing vehicle dealers who fail to install HSRPs.

Lack of Stringent Penalties Hindering Nationwide Compliance

One of the key reasons behind non-compliance is the absence of strict penalties for missing HSRPs. Instead of directly punishing violations, authorities often issue fines for related offenses. However, in Delhi, a special campaign is underway to penalize vehicles lacking HSRPs or carrying unauthorized stickers. Offenders face fines of ₹5,000, and dealers supplying non-compliant vehicles are also being penalized.

Dealers Flouting Rules, Compromising Vehicle Security

Several vehicle dealers continue to bypass regulations by delivering new vehicles without HSRPs. In Maharashtra, dealers are required to upload HSRP details on the VAHAN portal before printing registration certificates, but many ignore this rule. This not only leads to regulatory violations but also increases security risks by making vehicle tracking more difficult.

Improper Installation and Missing Security Features Adding to the Problem

Even when HSRPs are installed, many are not affixed properly. Instead of the required snap locks, screws are often used, causing the plates to fall off. Additionally, a large number of vehicles lack the mandatory chromium-based hologram sticker on the windshield, which contains critical registration details.

HSRPs Essential for Crime Prevention and Road Safety

HSRPs, designed to prevent vehicle theft and aid in criminal investigations, feature an aluminum plate with a chromium hologram, a laser-engraved unique identification number, and a retro-reflective film for better visibility. Authorities must strengthen enforcement, introduce stricter penalties, and raise public awareness to ensure full compliance and safer roads across the country.

Delhi Traffic Police Targeting Fancy and Defective Number Plates

As part of the crackdown, Delhi Traffic Police are also taking action against vehicles with unauthorized number plates featuring fancy fonts, religious symbols, or incorrect colors. Vehicle owners with defective plates face a ₹5,000 fine, while those using fancy plates are fined ₹500. Repeat offenders risk facing even higher penalties.
