In a significant step toward technological transformation in governance, the Maharashtra government has signed a Memorandum of Understanding (MoU) with IBM Technology (India) to leverage Artificial Intelligence (AI) for enhancing administrative efficiency and public service delivery.

The agreement was formalized at Mantralaya, Mumbai, in the presence of Deputy Chief Minister Devendra Fadnavis. It aims to implement advanced technologies such as AI, hybrid cloud, data analytics, cybersecurity, and automation to improve governance systems across the state.

AI Centres of Excellence to Be Established in Three Cities:

  • – Mumbai – Focus on Geospatial Analysis  
  • – Pune – Development of Forensic Science Infrastructure  
  • – Nagpur – Advanced AI Research and Implementation of MARVEL Enforcement Technology  

Key Highlights of the Initiative:

  • – Citizen-Centric Governance: AI-powered virtual assistants and agentic AI tools will be used to simplify, personalize, and accelerate access to government services.
  • – Data Sovereignty: AI models developed using state-owned data will remain under full control of the Maharashtra government, ensuring technological autonomy.
  • – Modernization of Government Processes: Generative AI will support automation, workflow integration, predictive analysis, and asset management.
  • – Security and Infrastructure: Emphasis will be placed on hybrid cloud policies, robust identity management systems, and secure citizen access platforms.
  • – Capacity Building: Government employees and students will receive training in AI, cybersecurity, and cloud technology through IBM’s educational and training platforms.
  • – Support for Industry and MSMEs: The collaboration will promote the adoption of AI and automation in micro, small, and medium enterprises to boost productivity and competitiveness.

The event was attended by Deputy Chief Ministers Eknath Shinde and Ajit Pawar, Minister Adv. Ashish Shelar, IBM India and South Asia Managing Director Sandeep Patel, Chief Secretary, and other dignitaries.
