Maharashtra Mandates High-Security Registration Plates For Pre-2019 Vehicles By March 2025
Mumbai: Over 20 million vehicle owners in Maharashtra have been directed to install High-Security Registration Plates (HSRP) on vehicles registered before April 2019, with a deadline set for March 31, 2025. This directive, issued by the Maharashtra Transport Department on December 4, comes with Standard Operating Procedures (SOPs) for implementation.
HSRPs, made from aluminium alloy, include features like retro-reflective film, a chromium-based Ashok Chakra hologram, a tamper-proof 10-digit laser-embossed serial number, and the inscription “India” for verification. The initiative, first introduced in April 2019 for new vehicles, aims to curb vehicle theft, ensure standardisation, and streamline vehicle identification processes within the RTO system.
In Mumbai, where four major Regional Transport Offices (RTOs)—Tardeo, Andheri, Wadala, and Borivali—operate, approximately 4.8 million vehicles require HSRP installation. The costs for installation have been fixed at ₹450 for two-wheelers and tractors, ₹500 for three-wheelers, and ₹745 for four-wheelers, excluding GST.
To ensure seamless implementation, the Transport Commissioner’s Office has engaged three agencies—Rosmerta Safety Systems Ltd, Real Mazon India Ltd, and FTA HSRP Solutions Pvt Ltd—through a competitive tendering process. These agencies will manage installation across designated zones in Maharashtra.
Post the March 2025 deadline, enforcement authorities, including the RTO and Traffic Police, will have the authority to impose penalties under Section 177 of the Motor Vehicles Act, 1988, for non-compliance. Vehicle owners are urged to comply promptly to avoid fines and ensure road safety.
