Maharashtra to Implement Online Stamp Duty Payments as Council Approves Reform Bill
In a major push for digital governance, the Maharashtra government has introduced an online system for stamp duty payments, eliminating the need for physical visits to vendors and government offices. The Maharashtra Legislative Council approved the Maharashtra Stamp Bill on Monday, paving the way for seamless e-stamp transactions.
Revenue Minister Chandrashekhar Bawankule, who tabled the bill, highlighted the inefficiencies of the existing system, where citizens had to purchase physical stamp papers from licensed vendors and visit designated centers for franking services. Even after making e-challan payments, individuals were required to submit printed receipts at government offices.
Under the newly approved reforms, a fully digital process will allow citizens to pay stamp duty online and receive e-stamp certificates instantly. “This marks a historic shift in Maharashtra’s stamp duty administration, ensuring transparency, efficiency, and convenience,” Bawankule stated.
The new system maintains the existing processing fee of ₹500 with no additional charges. Additionally, the government has assured that traditional physical stamp papers will remain available for those who prefer the conventional method.
To simplify stamp duty calculations, the government has also revised the process of determining applicable duty. Previously, applicants had to make submissions on plain paper; now, they must submit details directly on a ₹1,000 stamp paper.
For those who overpay, refunds will be processed within 45 days, while individuals who pay less than the required amount must clear the balance promptly.
The reform is expected to enhance efficiency, reduce bureaucratic delays, and offer citizens a hassle-free way to fulfill stamp duty obligations across Maharashtra.
