The Maharashtra Tourism Development Corporation (MTDC) is gearing up to relaunch seaplane and small aircraft services to improve connectivity between major cities like Mumbai and Pune and some of the state’s lesser-known but breathtaking tourist destinations.

According to reports, the proposed routes will connect metropolitan areas to locations such as Ganpatipule (Ratnagiri)Koyna Dam (Satara)Ujani Dam (Solapur), and Mandwa (Alibaug). The initiative aims to reduce travel time, provide a unique aerial experience, and promote Maharashtra’s rich natural and cultural attractions.

A Renewed Strategy

While a similar project was introduced in 2014, featuring a nine-seater seaplane flying between Mumbai and Pavana Dam near Lonavala, it was short-lived due to approval delays and legal complications involving the Sahara Group. Another plan to link Juhu and Girgaum Chowpatty failed due to lack of jetty permissions.

This time, MTDC officials claim they are better prepared. “We are focusing on feasible routes with existing infrastructure such as certified waterbodies and helipads. We’re working closely with aviation authorities to avoid past hurdles,” an MTDC official told Money Control.

What’s New in the 2025 Plan?

  • Aircraft Size: The plan includes using aircraft with 9 to 19 seats.
  • Amphibious Operations: Planes will be capable of landing on both land and water.
  • Private Operators: MTDC is inviting bids from experienced private aviation companies.
  • Tourism Focus: The project intends to enhance accessibility, support local businesses, and spotlight hidden gems in the state.

These services aim to provide travelers with a unique bird’s-eye view of Maharashtra’s stunning landscapes—ranging from beaches and mountains to UNESCO heritage sites. In addition to regular connectivity, MTDC also plans to launch special air tours that celebrate the state’s geography, history, and cultural legacy.
