Mumbai’s Major Expansion: CIDCO Unveils ‘Third Mumbai’ with Modern Infrastructure and Enhanced Connectivity
CIDCO’s ambitious NAINA project set to transform 270 villages into a modern, sustainable urban landscape near Navi Mumbai.
CIDCO’s extensive NAINA (Navi Mumbai Airport Influence Notified Area) urban planning initiative is set to reshape the Mumbai Metropolitan Region by transforming 270 villages across Thane and Raigad districts into a well-planned urban area. This third urban expansion, spanning nearly 560 square kilometers, includes areas in Uran, Panvel, Karjat, Khalapur and Pen talukas. However, delays have been encountered due to administrative adjustments moving some villages under different jurisdictions, affecting the project’s overall progress.
With a primary focus on sustainable growth, NAINA is being implemented through twelve town planning schemes designed to ensure landowner participation. Initial phases cover approximately 225.59 square kilometers, focusing on 23 villages within 12 schemes. CIDCO will be responsible for developing essential infrastructure like roads, drainage systems, schools, parks and healthcare centers, thereby establishing a self-sustained, accessible environment around Navi Mumbai International Airport.
As part of the project’s transparent and expedited planning, CIDCO has obtained government approval for final Town Planning Schemes (TPS) 1, 2, 3, and 4, while draft approvals for TPS 5, 6, and 7 are underway. The project, budgeted at around Rs 14,321 crore, is expected to significantly boost connectivity and real estate in Navi Mumbai. Infrastructure provisions include essential amenities, with 23% of the land reserved for public utilities such as roads, educational institutions, healthcare centers, police stations, and growth hubs, ensuring a robust foundation for future residents.
CIDCO has already committed approximately Rs 6,600 crore towards constructing roads, bridges, pedestrian paths, street lighting and drainage facilities. This vast development in the Navi Mumbai area is anticipated to uplift real estate demand, driven by enhanced connectivity and major projects such as the Mumbai Trans Harbour Link (MTHL) and Navi Mumbai International Airport.
The upcoming Navi Mumbai International Airport, being developed by Adani Enterprises, is expected to catalyze this expansion by offering significant connectivity advantages across the region. Spread over 2,866 acres, this airport is set to be operational by December 2024. Brokerage firm Jefferies projects that, by the end of 2024, Mumbai’s metro area will see approximately $10 billion in completed infrastructure projects, with an additional $60 billion anticipated over the following years.
According to MD of Prajapati Constructions, these projects, especially the MTHL, will greatly benefit Navi Mumbai’s economic growth and real estate sector. With expanded infrastructure, the region is poised to become an economic powerhouse, supporting and complementing Mumbai’s growth over the next decade.
