Accurate Information and Taxable Value to be Determined Through Survey

Pimpri-Chinchwad: The Pimpri-Chinchwad Municipal Corporation has begun surveying new, extended, and repurposed properties in the city using advanced drone technology. This survey aims to accurately identify properties and establish their taxable value. For newly identified properties, the corporation has announced a taxation procedure that will retroactively assess property taxes for the past six years. However, if proper documentation is provided, taxes will be assessed from the date the property was constructed, as clarified by the corporation.

The tax assessment and collection department of the corporation is responsible for evaluating and collecting property taxes on buildings and land. To bring untaxed properties into the tax net, the corporation has commissioned M/s Construction Consultant Pvt. Ltd. to conduct a drone survey. The survey will identify new, extended, and repurposed properties, and a taxation procedure has been established for these properties. Each property will be given a sequential number, and precise internal measurements will be taken. The carpet area of the property will be measured, with 20% of the built-up area added.

Properties will be measured in square meters, and the assessment will consider the construction quality, use, and area of the property. It will also determine whether the property is authorized or unauthorized. Information about any tax exemptions will be collected, and details will be recorded on property statements, which will require signatures from the property owners, occupants, or representatives. If they refuse to sign, it will be noted.

How the Taxable Value of Properties Will Be Assessed ? 

For new properties identified in the survey, if documents related to ownership, construction completion, and occupancy are not provided, the property owner or occupant will be requested to submit these documents as per the Municipal Act. Properties that have not been previously assessed will have their taxable value determined based on the current fiscal year’s rate chart, considering construction quality, area, usage, and type of construction. Properties that were previously assessed will retain their taxable value, unless substantial proof of changes is provided. If no documentation is available, taxes will be assessed retroactively for a maximum of six years. Ownership will be recorded based on available documents, but if none are provided, the current occupant will be listed as the “holder” for taxation purposes. Special notices for property tax assessment, including floor area tax notices for large residential properties, will be issued. The taxable value will be determined at the divisional office level, and special notices will be prepared accordingly.

Effective Use of Social Media

For the past two and a half years, the tax assessment and collection department has been effectively utilizing social media to communicate about tax exemptions and payment requests. Assistant Commissioner Nilesh Deshmukh and his team have skillfully used all social media platforms, supported by Additional Commissioner Pradeep Jambhle Patil. Special notices are being issued to property owners and occupants using modern technology like email, SMS, and WhatsApp. These notices include a QR code that, when scanned, provides details about the property map, valuation, and due bills.

Property Taxable Value Determination Process

Property owners and occupants can file written or online objections. The construction consultant will collect information in the property tax software, and scanning the QR code on the special notice will display property details to the owner. If objections arise, an online objection facility is available, and mobile OTP-based verification is provided for confirming the assessment’s accuracy. Hearings will be held for objections, with appointments of assistant mandal officers to handle the high volume of new property assessments. After the hearings and site inspections, if needed, the final taxable value will be determined. Property owners can consent to the assessment in writing or online. Subsequently, special notices with the final taxable value will be issued either in person or online. The assessment register will be updated online with the new taxable values, and bills will be issued accordingly, as informed by Municipal Commissioner and Administrator Shekhar Singh.
