Pune: PMC Halts Construction Project In Kothrud Over Failing To Implement Dust Control Measures
Pune, February 26, 2026: The Pune Municipal Corporation (PMC) has ordered an immediate halt to a construction project in Kothrud for failing to implement mandatory dust-control measures, following complaints of severe air pollution in the area.
Pune Municipal Commissioner Naval Kishore Ram directed action against the project after a video showing thick dust engulfing the road near Karve Road went viral. The footage reportedly showed motorists switching on vehicle headlights during daytime due to drastically reduced visibility caused by construction dust.
The project, located at Survey Nos. 9 and 10 near Karve Road in the Kaivalya Co-operative Society area of Kothrud, is being developed by Kotibhaskar Infra and Developers Pvt. Ltd.. The site is situated along a narrow internal road.
According to civic officials, the developer failed to adopt adequate dust-suppression measures during construction. As a result, dust from the site spread onto the adjoining road, creating hazardous conditions for commuters.

Following complaints, the Commissioner ordered an immediate site inspection and sought accountability from officials in the building department over the failure to curb such violations. Junior Engineer Manojkumar Mate and Deputy Engineer Kiran Kalashetti conducted an on-site inspection and found heavy dumper movement generating significant dust. Officials noted that green protective netting had not been installed properly and other mandatory pollution-control norms were also not being followed.
The inspection further revealed violations of guidelines issued by the Maharashtra Pollution Control Board.
Acting on the directions of City Engineer Aniruddha Pawaskar, the PMC issued a notice to the developer and ordered the immediate suspension of construction work.
Commissioner Ram stated that adherence to environmental and pollution-control regulations at construction sites is mandatory and will be strictly enforced. “Violations will not be tolerated. Those failing to follow prescribed norms will face action,” he said.
