Pune, June 15, 2026: A wave of public anger has erupted across Pune after Maharashtra State Electricity Distribution Company Limited (Mahavitaran) began sending SMS notifications to consumers warning that their existing electricity meters would be replaced with smart meters within 48 hours.

The messages, sent directly to consumers’ mobile phones, cite the Government Gazette Notification dated August 17, 2021, and inform residents that their current meters will be replaced with smart meters after the stipulated 48-hour period. The move has triggered strong opposition among consumers, many of whom question why functioning electricity meters are being replaced despite the absence of any complaints or technical issues.

Residents have alleged that Mahavitaran is attempting to impose smart meters on consumers by invoking government regulations and creating pressure through warning messages. While the utility company has promoted the benefits of smart meters, including accurate billing, mobile app-based monitoring, and incentives linked to solar energy usage, many consumers remain skeptical about the promised transparency and advantages.

Objections to Mandatory Installation

Although Mahavitaran claims that the meter replacement process is free of cost, several consumers fear that the initiative could eventually pave the way for a prepaid electricity system, placing additional financial burdens on households.

Consumer groups have questioned the rationale behind replacing all existing meters when there are no reports of technical faults, inaccurate readings, or electricity theft. They have demanded greater transparency regarding the objectives and beneficiaries of the large-scale meter replacement programme.

Residents, already grappling with rising electricity bills, have also criticized the short 48-hour notice period, calling it coercive and unfair. Consumer organizations have urged Mahavitaran to halt what they describe as a forced implementation process and engage with the public before proceeding further. Some groups have warned of intensified protests if the utility fails to reconsider its approach.

Mahavitaran Defends Smart Meter Initiative

Mahavitaran, however, maintains that the smart meter programme has delivered significant benefits. The utility claims to have installed nearly 12 million smart meters across Maharashtra, resulting in a substantial reduction in billing-related complaints.

According to the company, smart meters provide accurate readings and allow consumers to monitor electricity consumption on an hourly basis through a mobile application. Mahavitaran says the technology has enhanced billing transparency and enables users to better manage their power usage.

The utility further states that the system can help detect earthing faults and electricity leakages in real time. Consumers are also eligible for a discount of 85 paise per unit for electricity consumed between 9 a.m. and 5 p.m. Additional savings are available through digital payment incentives and the utility’s Go Green initiative, Mahavitaran claims.

Despite these assurances, opposition to the rollout continues to grow, with many Pune residents demanding greater consultation and clarity before the smart meter replacement drive proceeds.
